Blank Screen with Blinking underscore

Ok so this has been happening for 2 days now. I switched my computer on and it showed the MSI logo (my mobo is.msi) and then a black screen appeared with a flashing underscore. You cant type or do anything and pressing any key makes the speaker do a clicky noise. I was at first able to get into BIOS where I probably went past a BIOS reset option. I then opened up my PC and took my GPU out and reseated it, reseated my ram, reseated my CMOS and took out CPU power and 24 pin power plugs. After starting up the PC the same happened except now I can no longer enter BIOS and I am stuck.

Fx-4300
MSI 769gm p23-fx
Gtx 960
WD blue 1 TB
500w PSU

Your MB has the onboard ATI Radeon 3000, so use it.

Take out the gtx960, only one stick RAM if you had more than one ( if you had two and try one by one, if one does not work), no other add-on devices like sound card, network card/ WiFi wireless USB network adapter, etc, mouse/keyboard (regular one, but no the gaming version), clean the COMS by the jumper, make sure the boot HDD is connected to the 1st SATA port, and boot the PC, what happens?
