98% Non-paged memory usage on startup (and other issues)

(Some backstory)
I have been having issues with my computer for about a month now (possibly longer). There were several things which I found during this time:

  • When shut down, the computer would sometimes shut down incorrectly and still have all lights/fans on.
    Most recently I had been getting this issue where if I unplugged my WiFi adapter my pc would go much slower and seem to have a hissy fit
    I have also been getting 100% disc usage for some time.

I have 32gb or DDR3 Corsair Ram and no matter how many times I restart it I still get 28.4GB (consistently) being non-paged on startup. Of this, only 48.4MB of it is being used by hardware.
I am currently running windows 10.

My mind is currently going to a complete reset of my computer and all the drivers due to the amount of issues I have had and everything that could possibly be wrong with it.
I am also thinking that it is maybe some sort of registry hack due to the consistent 28.4GB usage.

I realise this may have some duplicate items in this, but I have looked over all other threads and have found none that exactly answer what I have been going through and some specific advice could help.

EDIT:

The issue fixed itself after a restart. I thought I narrowed the issue down to my wifi adapter but I started it up with it plugged in again and the issue was still fixed, so I have no idea how it happened.
