Can I uninstall windows 10 from an HDD and install Windows 7 on it? And also, can I use that copy of Windows 10 on another PC

I had 2 copies of Windows 7 that I was saving for when I built mine and my daughters PC. I used one of them last year when I built her PC, and it also got upgraded to windows 10. I am now sitting on a copy of Windows 7 and getting ready to build my own PC but was wondering if I could wipe her HDD and give her the key I've been saving and use her key that was upgraded to 10 on my new build? She's also getting upgraded to an SSD and using her old HDD as storage only.

Welcome to Tom's Hardware, @oliveratom32!

Unfortunately, you might encounter issues because the operating system is tied to the motherboard. So whenever the product key is activated on a certain mobo, you will need an identical or a same-brand mobo in order to be able to use the same product key. However, it's highly recommended that you still get in touch with MS for that. They are the best people to assist when it comes this kind of questions.

As long as the OS version is genuine and it has not been used before, you shouldn't encounter any issues with the activation or product key.

Good luck!
