How to prevent pc from turning on from sleep after a brown out?

I get a lot of brown outs where I live, they happen a few times a week and every time the power goes out for just a second then comes back on, this is the reason why I bought a cyberpower ups when I built my pc, however I noticed that whenever there is a brownout my pc wakes up a couple of seconds later. My ups is working meaning it continues to give power during that one second when the brown out occurs however a couple of seconds later my pc wakes from sleep. I tried to go into power settings and disabled allow wake timers but I don't think it's related.

Does anyone know if I can fix this somehow through the settings on my pc or do I have to install the software that came with my ups and do it through there?

By the way I am running windows 7

There should be a setting in the BIOS called something like "Last Power State" with a few options (On, Off, Last). On would turn the computer on after a power outage, off would turn it off, and last would return it to whatever it was when the outage occurred.
