My new Raiden series won't overclock to 1.35v 3000mhz like it says it can

Hello thank you for reading this I will try to provide as much information as possible.
My system:
Mobo:EVGA z170 FTW
CPU:intel i-3 6100
Memory:Avexir tesla green 16gb (2 8gb stick)
Gpu:Gigabyte g1 gaming edition gtx 1060
Storage: western digital blue 1tb
Power supply:EVGA supernova 750w

Okay so I was running a pair of coarsair vengeance 8gb sticks my brother let me borrow until I got my own they were okay they ran 2133 but there was still much to be desired for me. My new set of Avexir Raiden series green tesla came in today so I popped them in and tried to set the volage to 1.35v and 3000mhz speed like it says it can do to on the box. Nothing all my board posts is the code 4C which is memory initialization. My brother and I were obviously puzzled so we reset cmos and tried a lower speed and nothing, same error code. I got the sticks meant to run at 3000 for bclk on my cpu to utilize the extra speed. They only post stable at 2133 and 1.26v. All my temps are fine and the entire setup is under 6 months old, everything was new out of the box. I'm pretty sure it's on my end not the actual hardware but I'm stumped on how to get it to overclock.
 
Solution
3000 is a overclocked setting and I would dought if you can get the memory stable at that speed with a 6100 processor with a 2133 memory controller.
I would mamually set the timings, and voltage to factory specks but try 2800 if that don't work try 2666.
