I just bought a asus Radeon r9 380 OC edition

I had a graphics card go on me recently and replaced it with a Asus Radeon R9 380 OC edition card. I installed it and it feels secure in the PCIe slot and the display works when plugged in. However the cards fans dont turn. I think they might have turned the first time I turned the machine on but for the most part they do not turn at all. Is this an issue or does the card have to hit a certain temp to make the fans start.

I notice now that the graphic card fans dont even turn during the post test is that normal as well with a 0db fan

my 960 from evga does the same thing its possible the card is programed so that the fans wont turn on unless the gpu reaches a certain temp try installing hardware monitor to monitor the temps and fan speed
