I just installed a new fan controller and i have my noctua nh-d14 hooked up to it along with one exhaust case fan in the case. (Not enough, i know). My idle temp is about 38-40C. Is this ok? And is it just because of the lack of fans?

Honestly, I would pay more attention to the temps under load than idle. Your reported idle temps don't look like a cause for concern especially since we don't know what background processes may be at play. It's a K CPU so if you've overclocked it at all, that could add a couple of degrees to the average idle temp readings as well.
