Transfer specific programs from 1tb HDD to 250gb SSD

I want to have the ssd as boot drive and hold certain programs but everything i see says "clone it" but I have over 500gb of stuff, so I cant clone 500gb of stuff to 250gb ssd.

First of all, I'd advise you to back up all your important files from this HDD to another external drive or some other storage device that is off-site the system. Having a duplicate of all the precious data is definitely going to keep your peace of mind, in case something goes wrong with the cloning procedure.
Afterwards, make sure you use a cloning software that is capable of manually selecting all the files that would get migrated from the HDD to the SSD. Keep in mind that you have to be certain that all the system files were properly cloned. In order to test this, I'd advise you to try booting from the SSD without the HDD connected after the cloning process finishes.

If it's possible you could also delete all the unnecessary data from this HDD in order to be able to clone it onto the 250 GB SSD. You should also be aware that it's not recommended to fill up the SSD with random data as it could affect its performance! My recommendation is to use the SSD for the OS and only the most demanding (high-end) applications/program that you are using. You can simply use the HDD for all other software and default download location.
