Computer power cuts under cpu load

Hi all
So had a power outage, after that my desktop computer would only power on for a few moments before cutting out.
Ive bought a new higher wattage psu and installed that, now my pc will run and start windows. Works fine until the cpu gets under load, eg loading a 1080p camera video.
Ive tried changing ram for good sticks and swapping out gpu. It always cuts power when you open a video.
Is it likely my cpu or motherboard?

Mobo : gigabyte ep43-ds3l
Cpu intel q8200
Gpu nvidia gtx 460
Psu coolermaster rs700
Wd 1tb black hdd

If anyone has any idea please let me know. Thanks !
 
Solution
I would suggest backing up the current installation of windows and then restoring a previous backup or installing windows again as a test; this sounds more software related then hardware to me.

I would also agree with popa. I had a similar issue once. Back when I was new with computers and I tried to overclock a CPU/Mobo that wasn't meant for Overclocking It would always black screen the second it started so I had to force restart it. After a clean install it was fixed. Back up any files of importance, and go ahead and reset it.
