Looking for best possible GPU for my HP P6-2211l

Here are the specs:
CPU: Intel Pentium G640 @2.80GHz
RAM:1. Kingston 2GB 1333 MHz
2. Samsung 2GB 1600 MHz
(Both are DDR3) (I might be upgrading 1 slot or both slots to a 4GB HyperX Savage 1866MHz)
SDU: 300W

I'm considering buying either a GTX 750 Ti (from either Inno3d, Palit or Biostar) or an RX 460 from MSI. (only those cards are in my price range of approximately 85 to 130 USD, converted from VND. Yes, I'm from Vietnam.) But I have a fear those will all be bottlenecked by the CPU. Do you guys have any other recommendations?

I am not a fan of any AMD product, but the RX 460, according to benchmarks, will outperform the 750 to by a little bit. They definitely will be bottlenecked by CPU depending on what game you are trying to play. Same thing with ram. I have not tried playing with less than 8gb, but it might not go as well as you want it to. Again, this all depends on what game you are trying to play. I would say the biggest bottleneck would most likely be your CPU.
