I've been getting high latency for a week at one moment I'll have 30ms next I'll have 1000+ Ive tried to use 2 different internet dongles and now i'm using an ethernet cable and its still the same and its only on my pc i've ran Malware and AVG Premium and they have come back with nothing.

Increased ping is normally caused by one of two things, Someone using all your bandwidth or a problem with your broadband line.
If I we're you I would check that no one else is downloading/uploading something while you're playing if they aren't then I would give your ISP a call and ask them to investigate.
