Is a hardware or a software problem?

Hey, recently my pc has started to have some problems. Animatons Tabs are very glichy and lagy, are very slow. I went to a pc service and I bought a new graphics card(they told me that my old video card is broke) so now i have an 1050 ti but still the tabs are gtlichy and slow. I installed MSI afterburner to see my fps, when i have a frame drop my fps stay at 60 without going down or something. I have to mention that when i went to service my old video card didn't work at all(they istalled God Amoung Us and my pc has gone nuts-black screen Missing hdmi port or something). Please if anybody can tell me what is going on....Thank you!

Go to the settings>Update and recovery>Recovery>select the reset pc

Sure but what do you mean by full reset? And my pc is build piece by piece ....i installed win 7 64 biti with the same cd for three years and i didn't have any problems til now!

What i mean by full reset is resetting the PC like it is new. Also the graphics card may not be compatible fully with the CPU. Also is there a software that came with the Graphics card or CPU? If so, go in and change the performance settings around.
