My Computer is running slower than it should...HELP.

I have a pretty decent Desktop computer with Windows 10, but I'm realizing that my computer is running way slower than it should.

1080p ACER Monitor 144hz
MSI GTX 1070
8GB RAM (DDR3)
CPU Core i5 4690K
SSD 500GB
(No special fans or cooling but 4 fans and the cpu fan that came with the parts)

Is that enough info?
So the problem is I got a 1080p monitor with 144hz on it and I just upgraded from a GTX 960 to a GTX 1070...it should be running games like Battlefield 1 on Ultra graphics to 100 FPS and I'm only getting like 70 and very very often frame drops of 20-30-40. Like way too often that I turned down my graphics to Medium so I can still play the game. I'm only getting like 60 or 70 FPS on the Witcher 3, thankfully no frame drops, but it's still annoying me. What am I doing wrong? Why is my computer running so slow still? Should I get new parts or new cooling system?
I had a feeling it was the RAM/memory because every time I open a game it gets up to like 70% or 80% use, if I look in the taskbar. PLEASE Someone help me out!!
