Can you be a bit more specific:

E.g., what do you mean by "best"? What specific requirements to do you have?

You have provided two requirements: 1) price and, 2) that either n or ac standard is acceptable.

Go online and visit name brand router websites.

Take a look at the User Guide/Manuals for three or four routers that meet your price requirements. The User Guides/Manuals are readily found for most router brands.

Read the QoS Sections and see what each router offers with respect to QoS. What actual functions are available. Likewise read what you can specifically control and how deep/extensive that control will be.

In other words comparing the various routers' QoS functions to your specific requirements will help you select a router.

Most likely there will be some trade-offs involved. Or you may need to revise your requirements: pricing perhaps.
