I am using new charting software that is malfunctioning. Trace files say "My graphics card does not support DirectX 10. I have checked my device drivers and they are up to date, so
I am wondering if the solution is to install a newer video card? And if so which to buy?

My system:
HP P6112p-b desktop (8 years old)
8 GB ram
1 TB hard drive SATA
Graphics: Intel(R) G33/G31 Express Chipset Family (Microsoft - WDDM 1.0)
Graphics: Intel GMA 3100 Integrated Graphics
Graphics card memory 256 MB
Graphics Dedicated Memory 0 MB
Graphics System Memory 64 MB
Graphics Shared System Memory 192 MB
OS: Windows 10

I am not a gamer, and recognize that my PC is old. I just want to upgrade in a cost effective manner, and avoid technical issues.

That;s a dated system (dual core Pentium I believe?), and the only solution to achieve DX10 support would be the addition of a PCIe GPU.

The cheapest GPU I can find (new) that should be compatible would be a GT 710 - which supports even DX12.

You might have some success finding a used version of it, or a GT 610 or similar. All ~30W cards so shouldn't be an issue - and will allow you to run your software.

If you're in the US, you could get bidding on this as it's currently only $3 or so. {link}

A couple of bucks, and a DX12 capable card (and will support DX10).

There's also a GTS 250 for ~$20 buy-it-now, which is DX11 capable (and at the very least, DX10 that you need) {link}

Tell us your budget, you would be surprised how cheap are used PC's with really nice performance!
Also as Barty said, those cards are really cheap and they will be better than your current integrated one!
