So I just built a PC right, and I set up everything. Then I turned it on and I went straight to the CMOS, I got lost and didn't know how to exit it so I did some random stuff in the save and exit section and then the computer restarted without heading straight to the CMOS. But it keeps restarting after every 3 seconds since then and I cannot access anything, I cannot even head back to the CMOS. Please help

Solution
You were stuck in the UEFI, not the CMOS. CMOS refers to the hardware that the UEFI (software) lives on - https://www.lifewire.com/what-is-cmos-2625826

BY a strange coincidence, the fix could to remove the CMOS battery out of its slot on motherboard for 30 seconds and then put it back in, and that should reset UEFI to defaults and let you back in.

What motherboard do you have? Best check in manual and see if it says how to reset UEFI (it is probably called the BIOS in manual) it might have another way to do it (some motherboards have buttons or back up bios). BIOS and UEFI are the software that runs before windows, it lives on motherboard. BIOS has been around a lot longer and people haven't learned its called a UEFI now

F12 is boot menu. Wonder what your boot order is.
Hit Del at start up or hold it down as you start PC, this should get you into the BIOS. Go to the bios features tab & look under boot option priorities - need to either put windows boot manager or your ssd/hdd into 1st place. That should stop it asking for F12 (I assume you have installed windows already?)

I should have said above - shouldn't do random stuff in the BIOS, it can hurt things... though a reset would have fixed anything. I also see your PC has dual bios which means if one gets corrupted your PC will replace the broken one with the backup

Thanks for leading to to the BIOS and under that specific tab. With your help I was able to completely fix my computer. And Yes I have Windows. Windows 10. I probably just saved like 300 dollars XD. And thanks again :)
