First off, I just want to thank all the experts that answer so many questions here on this site. I have utilized your feedback and answers while researching many of the PC issues and find this site to be by far the best site for correct, easy to understand information.
This is the first time I have actually posted a question. I hope I can keep it succinct....I'll try. I'm not an expert and have never built my own system, but recently I have had some major issues with my desktop PC (which I prefer to a laptop). I have an Dell XPS One 2710 touchscreen. It has notoriously had over-heating issues ever since I bought it over 4 years ago, but I have dealt with by installing a couple of fans on the case.
Recently I was trying to build a virtual machine and made changes to the bios/uefi that I believe completely bricked my motherboard (Asus IPIMB-PV Intel H77 Express). I get the black screen of death, no beeps, no post, no access to bios. I've done all the troubleshooting you would expect, like removing battery, used the jumpers, removed RAM, HDD, ODD, etc (removing these things did produce beeps).
I thought maybe I could just reinstall the OS and I purchased a windows 8 usb....didn't work....no access to bios....no way to get anything to boot from usb or cd or dvd....I tried many different configurations of the boot disc to no avail.
I even went so far to buy a new PSU keeping my fingers crossed that this would rectify the issue...it didn't. It's impossible to find a replacement motherboard for this system......there just aren't any to be had because basically everyone who owned this system bricked their motherboards when they upgraded to windows 10 (which I never did, but bricked my board just the same).
Is there anyway I could just buy a new desktop PC and use this broken dell as a monitor? Would I be able to plug in the hard drive from this dell into any other desktop PC? Would it be compatible? Good systems for around $500? Any guidance would be appreciated, and again....thank all of you who take the time to help in these forums.

Not sure which cpu you are talking about. But if you have picked the one i have listed above, then its a dual core with hyper threading, so it should give you 4 logical cores. Anyways, looks good, and all the best. Cheers...:)

Considering its a AIO pc and the display being an integral part of it, i dont think there is any way to use the screen as stand alone as it is embedded with the rest of the hardware. Of course you can plug in the hard drive in another pc and reinstall windows as the current windows installation wont work with the new hardware due to driver issues. I can build you a pc for $500, without monitor ofcourse which you can assemble yourself or get it assembled from a professional store or technician. This community doesnt believe much in pre-built pcs, as they always tend to cheap out on parts inspite of charging premium prices.
But before we go into that, here is something you can try out. Your motherboard chipset is H77 and being a AIO pc, it will be a very small form factor, unlike regular boards. But before purchasing it, you need to figure out whether it will fit into that pc. I am not entirely sure if it will fit or not, so you have to either measure and compare the dimensions or get a second opinion from a technician who has opened your pc before.

Oh, thank you so much. Yes. I see the dimensions of the mini ITX might just fit. See....I never would have thought of something like that.....you guys really have so much knowledge here. I appreciate the info and the link....it definitely opens up some possibilities for me now. Thanks again for your time and your know how.

UPDATE: After spending countless hours trying to "unbrick" my PC and searching the internet trying to find a motherboard that would be compatible with my Dell, and hopefully have a similar form factor....I finally ordered a motherboard....it came....it was the wrong one. I asked myself why God hates me so much....lol... Back to the drawing board....or should I say motherboard.
Suddenly it dawned on me, after countless internet searches, that it really wouldn't be that much more expensive to just put together a barebones system. I really feel fed up with buying these OEM systems only to have them brick up on you after a few years....so with the help of a few cool websites (I'm sure you already know about) I came across during my searches, I put together a very economical system (keep in mind, I'm not a gamer). The only thing from my Dell I will use is the hard drive. Thanks again for your help.

So, the board didnt fit i guess. I am not too sure which of the parts in there are removable, but if most of them are, have you considered moving them to a bigger case maybe??? And maybe get a monitor or something. Just something that came to mind.
Anyways, refined your build to current gen. with better parts.

Update: Yeah, the board you originally suggested would have worked, but the only one I found was the one that they sent the wrong board....they didn't have the one you suggested. So, I'm starting to tear into these parts I ordered and I'm starting to wonder if I made a mistake? Micro Atx boards don't have wifi? Is that true?

Yeah, I saw that you can buy wifi cards....or usb? Is there a difference? Should I get a card or usb? Also, Yes, I will review your thread on windows....I have read some related to trying to install as a "recovery" , but I will review your thread. I have everything installed in the chassis and I'm starting the "plugging in" process.....figured better get the wifi thing ordered tonight. If I can't muscle windows 8 somehow, I may just go with some flavor of linux. Thanks for staying with me on this....I appreciate it.

I just picked a cheap cpu that looked halfway decent. I've been using a friends laptop on my 27 inch dell all in one screen for the last couple months, and it runs a single core pentium and I haven't had any issues with what I do online, and some light graphics editing. My all in one has a quad core and the one I bought is a dual core....I was hoping it wouldn't be too bad....it got good reviews on newegg! I hope it will suffice for the short run.....now that I'm an official PC builder, I can always upgrade in the future. FINISHED BUILDING TONIGHT. I have everything hooked up that I'm going to be using for now EXCEPT the wifi card, but I should be getting that in a day or two. I'm going to try booting off a windows 8.1 usb recovery drive, and see if I can get that done tonight. I have a brand new hard drive in the build (I had forgotten dell sent me a brand new one right after I bought the PC....just in case). So, if I can get windows 8 installed....then maybe I'll try hooking up the old drive. I have my old drive backed up on an external also, so I should be cool as far as not losing any files.... As far as the memory, I don't know why I got 16 gb? 8 Would have been fine...maybe the prices were close....I don't remember. WISH ME LUCK! No. I was talking about the one I bought (I bought it before I saw your original post suggesting the other one). And I must say, you were right.....I don't think the one I purchased is going to meet my needs. When I'm online unless I clear the cache every hour it seems to lag and hang. On a brighter note, I did get my old hard drive to boot with very little issues. Tweaked a couple drivers, but seems to be o.k. I really believe I will be moving to linux sometime in the near future. I've had it with huge companies like microsoft spying on their customers. I have been doing some research on linux....I guess one search I might want to do is "what features of windows will I miss if I migrate to linux?" Do you think the laggyness of my build is due to the CPU? I really wanted to buy a monitor next, but if it keeps lagging like this, I will be forced to buy a new one -- I'm very impatient. At least the one you suggested is also pretty cheap. Thanks again.
