Google docs is the only website that loads. in Safe Mode, everything works

Hello!

I have a very frustrating issue: I'm connected by Ethernet. I can successfully "ping" website names from the command line, but all of my internet browsers time out on all websites. Chrome is the only browser that can load anything, a single site: https://docs.google.com/. If I use my phone as a USB tether, everything works fine. Ethernet works fine, in safe mode. Yesterday, Youtube started working as well, then abruptly stopped. Up to last week, the internet connection wasn't able to be identified, and Google Docs wouldn't open either. Windows displayed "Unidentified Network". Overnight, without any changes, Windows identified the network.

Machine:
Win10 x64

Tried 2 network cables
Reinstalled Drivers
Boot in Safe Mode w/ Networking - EVERYTHING WORKS THEN!
Virus/Malware/Rootkit/Adware Scans
Ran Norton Removal Tool (even though I didn't have Norton)
ipconfig /release /renew
Flush DNS
netsh winsock reset
No proxies set -> all default obtain automatically.
Turned Off Windows Firewall
Check hosts.ini has 127.0.0.1 localhost
Tried changing DNS to 8.8.8.8
Tried typing web page IPs directly into chrome, no luck

I've read many posts with similar issues, but haven't seen one with this configuration, and this weird inconsistency. Thanks in advance for the help.
 
You could be at war with your router's firewall. To eliminate the computer from the suspects list, create a new user administrative account and see if that behaves equally badly. If it does, the router could be the problem.

You'd also get some clues if you were to invoke the System Administrator account and see if overcomes the problem. Go to c:\windows\system32 and right click on the file cmd.exe. Select RunAs Administrator. At the prompt, type
net user Administrator /active:yes
and hit Enter.

Close the form and restart the computer. Log in as Administrator and see if that improves things.

Thank you for your quick reply. I tried a different admin account, and your other solution with no luck. Oddly, google search worked in addition to google docs, but that's it. Tried a different computer with the same cord, all worked. Still not sure what the problem could be, hope I don't have to reinstall windows, but it might be the easiest solution.
