Drive does not want to work

I have a toshiba 1tb disk drive. My pc says it is in it but wont let me do anything with it. disk management shows its there but gives me no options to format or anything.
 
Solution
If you have any windows setup and install os disk that can be booted from the first power up of your system.

Pop it in the Dvd drive, and boot from it as if you were going to re install windows.

Let it get to the part of the setup where it asks you where or what drive you wish to install windows to.

You should see the Toshiba 1 Tb drive you have connected to your system listed.
Hi light it.

And then click on drive options in blue writing.

Select format drive, choosing NTFS as the format type let the setup format the drive.

And once done simply hit the escape key on you keyboard to exit the install and setup of windows.

Remove the boot able Dvd disk, or usb flash drive from the system.

And let windows boot from the existing boot...

Once windows has loaded and clicking on windows file manager or explorer, or my computer you should see the new Toshiba 1 Tb listed and be able to access it. to read and write data to the drive.
