CPU 0 Consistently 100% & 90-95C

I have an issue that I can not resolve for the life of me.... It's been plaguing me for months now and I can not figure it out.

My CPU 0 sits at 100% usage when plugged in and 90%+ when not plugged in.
The other CPU's are fine.

What I have tried to resolve this:

-Formatted; Installed windows 7, then formatted; Installed Ubuntu, then formatted; Installed W10
-I have ran Mem86+ to see if it was a memory issue.
-I have installed all of the newest drivers.
-I have went in to the device manager and individually disabled : Audio/Microphone, Bluetooth, Each display driver seperatly, DVD-Rom, Network Adapters, USB Root Hubs.
-There is no new bios update for my laptop or I would have tried that too.
-I have ran IntelProcessor Diagnostic Tool 64bit

This all started after awhile back I forgot my charger in another province so I purchased a 100$ multi-power adapter from Best Buy, used it for a few weeks, went back and got my charger and since then have had issues. I don't see how a power bar could cause this but I can't come to any other conclusions..

When I go to task manager -> performance -> open resource monitor -> CPU tab, literally nothing is running overall usage is at 20%, system interrupts is near the top however at 8%

Any help would be appreciated.
 

So - currently it's windows 10 on your laptop, right?
Freshly installed windows 10 initially may cause lot activity with following services:
  • defregmenter,
    search indexing,
    defender service,
    windows updates.
Can you post screenshots from:
  • Task Manager Performance/CPU section,
    Resource Monitor Disk/Disk Activity section (order by total descending and file names visible) and
    Resource Monitor CPU section (order by cpu usage descending)?

Yes, windows 10 now. The same issue was happening on the other two OS's aswell however.











I have ran anti-virus scans, malware scans ect.
Fans are good, I've taken the bottom off and turned it on to double check.
Completely cleaned out.
Re-Thermal pasted, twice. Both the video card and processor.
