Gtx 1070 doesnt work on primary pcie 3.0

I have a palit gtx 1070 jetstream. The problem is It doesnt work on the primary pci e slot and i have to use the 2nd one which is only on x4 mode which makes my gpu under perform.
I have tried a gtx 770 and gtx 750 on the primary pcie slot and it works just fine. I hope someone can help me. I feel like im wasting my new gpu.

Specs:
i5 4690k oc 4.4ghz
Asus h97m plus
24 gb g.skill ripjaws ddr3
Gtx 1070 jetstream

I tested it on a different computer with a Gigabyte h81m-s1 and it perfectly works fine. please help. I can't pinpoint what the problem is whether it's my mobo or video card.

Yes it is. I updated it to the latest bios. I feel like my motherboard is being picky. My old GTX 770 is currently plugged in right now with no issues. My GTX 1070 is plugged in a gigabyt h81m right now and working properly. It's currently running at pcie 2.0 x 16 speeds. The biggest mystery is whether my gpu or mobo is at fault.

It's on pcie 2.0 x16 (x4 mode). My second pcie slot on the asus h97m plus. I had to do it because it doesn't work on the pcie 3.0 x16 slot. Little did I know that it basically limits my gtx 1070s performance by a huge margin so now I'm desperately want it to work on the pcie 3.0 slot.

this is asus h97ms pcie slots:
1 x PCIe 3.0/2.0 x16 (x16 mode, gray)
1 x PCIe 2.0 x16 (x4 mode, black)

Yes I did with no such luck. It will beep as if no errors but won't display anything on the monitor like it has no signal but my gtx 1070 led lights up and fans work as well.

I guess its a compatibility issue. Anyway, you will notice no difference between Pci 3.0 x16 and Pcie 2.0 x16. Maybe a very slight difference. If you want to make sure that the issue is not from the GPU then it is best to try it on a different motherboard.

The problem I have is the one with pcie 2.0 x 16 is my wife's pc and is only running core i3 compared to my main one which has an i5 4690k with 24 gbs of ram. I keep on finding if there's compatibility issue with my board and my gpu but can't seem to find one. Thanks for the help though.

If you have a friend that has a motherboard with pcie 3.0 x16 then try it there just to make sure that it is not a GPU issue (I doubt that). Buy another motherboard imo since they don't cost a lot. If you want any further help feel free to message me or to post here again.

I made it work!!. I unplugged everything even the 24 pin and 6 pin power connector on the motherboard and reset the cmos. My gtx 1070 is working on pcie 3.0x16. I am still monitoring this progress and will update this thread. I hope I could help someone by reading this thread.

It seems to always crash when it's on pcie 3.0 x16 but seems more stable in pcie 2.0x16. I will further test this set up. If this is the case, do you think it might be my mobo?

Bad news. The problem is back. I never had this problem in this mother board ever. It's so disheartening. Maybe I should RMA this card. The only spare I have is gtx 750 and it sucks. =(

Update your windows. Don't RMA the card and most probably it is not because of the card. Update windows first and lets try. Also, go to windows power options>change plan settings and check the Pcie link power management if it is off or on.

I'm using windows 8.1. I'm really baffled on how and why it works on the 2nd pcie with only x4 mode. PCI E power link says off.

even before windows loaded? there is no signal the moment I turn on the pc though.
