Grand Theft Auto IV stops working every time I restart my PC

So I got GTA IV (I know they are up to V but it is waaay too big for my SSD) and every time I turn my computer off and on, the game stops working. Completely. Nothing happens. No errors. The loading mouse icon (small blue circle next to the pointer) appears for a second when I try to open the program, and then nothing. I tried Run as Administrator. It only works again when I either uninstall and reinstall it, or just reinstall it, which is very inconvenient. I am on Windows 10 Professional. Fairly powerful and new home-built PC.

Any suggestions?

Because it wasn't necessary. On forums you assume it was a legal purchase.

Windows 10 Pro 64 bit, NVIDIA GTX 970, Intel i5 6600, Samsung Evo 500 GB SSD, Western Digital 1 TB HDD, I don't remember the motherboard but it is Asus, and 16 GB RAM

Forgot to mention I also tried compatibility options with all versions of Windows since XP SP2.

This sounds like a Windows issue. Windows is very vain and selfish. The quintessential drama queen/bully. Queen B. It sounds as if Windows is blocking this game from starting.

On a side note you say fairly powerful home built. Why not post complete specs? Not critical info in this case but it can help.

Have you whitelisted it with Firewall, Defender and any other security you have in place?

Are there any entries in the event viewer during the time you installed to the time you reset or at the time the loading circle appears?

Are you sure it shuts down completely after you close it? Task Manager.

This game isn't supported by any gaming client? You simply entered the serial key? Is there a way you can submit a support ticket?

Mr. Mike piracy is real. Nothing personal. Are we to assume that someone who comes to a forum has legally obtained the media in question? Usually, yes. Can we assume everybody did? Of course not. Local store, can't talk with them. Sounds interesting. Regardless of that after quite some time here and other forums piracy does show up from time to time and can be the cause of glitches such as these. Bringer of Tea was troubleshooting. There was not an accusation. Troubleshooting is staying on topic.

My apologies for the overreaction.

Anyway, I gave you the specs. Yes, I whitelisted it. No gaming client. I prefer to avoid those whenever possible.
