Can I install graphic card which has Minimum Power Requirement more than my PSU power?

Hi, I want to upgrade my old PC, So I was looking for a low budget graphic card and I found GeForce GT 710 Graphics Card. Its power consumption is 19W but the Minimum Power Requirement is 300W, Which is more than my PSU's total power output which is 250W. So, I want to know that can I install this graphic card in my PC or I'll have to look for another GPU? If not, Can you recommend a good low profile GPU which will be suitable for my PC?
