Hiya, I'm still new to this whole build a PC thing. Recently, I noticed only one fan works on my Sapphire 7950 unless I manually turn the fan speed to above ~80% via the Radeon settings, then both turn on. Is this intended on graphics cards? I ask because I hear Sapphire is known for fan issues and I've read elsewhere that if only one is working at all times, it's an issue.

2nd fan is broken, you can replace them if you want with something like this. Not sure which exact model your card is

EDIT: You could also try putting a drop of oil in the 2nd fan, might help.
