Freezes every 3 Seconds

Computer Freezes for a microsecond Every 3 second or so.
Have tried Win 8.1Pro and Win 10 Pro.
All drivers uppdated, Memtest Passed. What can be the reason for this Microfreezes?

Well i detected it first with my mouse being laggy, I tought it was a mouse issue, but a friend of my noticed when watching an advertisement that the advertisement video freezed aswell the same time as the mouse.

If you can imagine going from the left of the screen to the right with your pointer halfway over a lags sets in and the pointer disapears and reapear on the right side, Its like a 1/10 of a second, and seem to set in about every 3 sec.

Started up again after restart.
