While CPU certainly has an impact in performance, neither a 6500 nor 2600k from 2011 will not have a great effect on system performance. And it will vary by game / application. Same with RAM, DDR3-2400 was 11% faster than 1600 in F1, but had 0 effect on Metro 2033
Why are you asking if it is bottle necking? What games are you playing? What are both the usage? What quality are you aiming for It should not be bottle necking.
Are you noticing issues in games? If so, what games? Also, what are all of your system specifics? Kind of vague here since the 6600 shouldn't bottleneck the 1080.
