HELP! No signal Gigabyte R9 290 Windforce

Hello community,

Last week I bought a Windforce R9 290 from Europe (I live in America) to replace my old Sapphire R7 260X. I just tested and there's no signal output detected in HDMI. I know my psu is not adecuate but I think at least it should boot windows.

Should I change BIOS or change RAM slots? or there´s a europe to america GPU issue?

Here is my rig:
FX 6300 no OC with cooler master Vortex plus
Gigabyte GA 970 DS3P
8GB (2X4) DDR3 Kingston HyperX Fury 1600Mhz
Cooler master extreme 2 525W
1 Seagate barracuda 500Gb
1 Toshiba 2Tb
1 Kingston HyperX Fury SSD 240Gb
1 NZXT 5 fan controllers
5 120mm fans
Corsair Spec 01

Any ideas?

Here is Guru3D's power supply recommendation:

AMD R9 290 - On your average system the card requires you to have a 550 Watt power supply unit. You need to address this issue first. You have too many devices inside your computer and your GPU doesn't have enough power for everything.

I´ve seen 2 PSU that are within my budget, the question is 600w is enough?
