Is a GTX 1080 enough to max out Doom?

At what resolution? 1080p or 1440p the 1080 is more than enough, in fact the 1070 will do just fine at those resolutions. If you're talking 4K you may need to turn some settings down in order to hold 60FPS consistently.

At 1080p, my R9 390 has no troubles running Doom at max and the 390 is about equilivent to the RX480/1060.
nVidia GPU's don't benefit from DX12 and Vulcan as much as AMD cards. But the 1080 is overkill for 1080p and 1440p.

Vulkan is not Nvidia, its independent but supported far better by AMD.
Either way a GTX 1080 would have no problem keeping that game well over 100fps maxed out at 1080p. My RX 480 does it and is nowhere near as powerful..

No, Doom was Optimized for Vulkan which is favored by AMD.
That said the GTX 1080 takes care of it with raw power. 2 GTX 1080 in SLI would EASILY play Doom at 4k at over 60 fps.
