I am thinking about buying an Asus 1060 Dual 3gb from a friend of a friend for $170. Told that it's unused, because his CPU died (which is why he needs the cash)... which of course raises an eyebrow....but assuming he can show it works it should be safe enough?

He said he still has the receipt - with that will I be able to get warranty coverage down the line?

Hmm, bit of a gray area.

"This Warranty applies only if the Product was newly manufactured on the Date of Purchase and not sold
as used, refurbished or manufacturing seconds."

Technically you are getting it second hand, but it is not used. Nor are you the original purchaser.

Either way, it is quite unlikely for a card to die within the warranty period. You can hope for the best if it fails.

They may ask for the original receipt. Which will not have your name or email address on it.

True.

But the only real arbiter of this is Asus. I'm pretty sure they've run into many people with a second hand part, trying to RMA it.
How do they check? Ask Asus.
Us out here can't give any definitive answer on this.
