Gigabyte GTX 1070 Windforce OC Edition - 1 Fan Max Speed & 1 Fan Off

I having massive issues with the fans on this card that I just installed today. Upon pressing the power button, one of the two fans spins max speed and the other is completely off. OpenHardwareMonitor says the fans are at 0 RPM. I've tried drivers from both Nvidia's website and GIGABYTE's Website with no luck. I also tried using Xtreme Gaming Engine to control fan speeds but with no luck either (EDIT: The idle fan responds correctly).

I seriously have no idea how to go about fixing this.

So it behaves perfectly fine under normal circumstances? Or is the one fan always off?

One fan is always max speed, the other is idle but responds to software control (so works normally, like I said in the edit to the OP).

Just return it, especially if you're still within the 30-day window. It's better to get one that you know has no issues than go about trying to fix a new card.
