GTX 1060 low GPU usage in some games

Hello everyone
I changed graphic cards from Sapphire HD78070(great card) to Palit GTX 1060(disapointed).
In most games GPU usage is quite lower than normal(99%) and CPU usage is never hiting 100%.
When i enter more game stressful environment GPU usage drops a lot which lead to lower FPS.
I monitor the usage via MSI Afterburner ingame.
I am running fresh windows 10 x64 with fresh latest Nvidia drivers.I contact Nvidia live support 2 times and they were completely useless according to this problem.

PSU-Corsair VS650
CPU-I5 3470 boosted to 3.6 ghz
Mobo-Asrock B75 pro3
Ram-16gb kingston 1600 mhz
SSD-Samsung 850 Evo
GPU-Palit SuperJetstream GTX1060 6GB -running on PCI-E 3.0 with 3.0 speeds
Rezolution-FHD 1920px1080p 60Hz

Windows power plan-Maximum Performance
Nvidia Control Panel-Maximum Performance
PhysX - GPU(beter framerate)
PSU was doing great with my old graphic card(175W without OC and i run it on max oveclock).New graphic card is 120W so i doubt there is a problem.
Tempretures are fine(CPU,PCB,GPU,SSD)airflow is great.
CPU as i mentioned above never reach 100% even when i try it with another more demanding graphic card(GTX 1070).
Ingame options doesn't affect the performance in most games.(new or old)
Is there anyway to force 99% gpu usage?

Any help will be appreciated

Very very rare single core reach 100%.




I've tested it but it seems that it works the same as the latest driver.

Some people said that PSU might be a problem.So i check it as far as i can.
PSU specification at 12V -50A (600W)
Voltages in UEFI:
Vcore +1.120v
+12v +11.932v
+5v +5.136v
+3.3v +3.376v

All seems fine there.No dust,good airways & cool components.
