Hello i made a post the other day about the same problem and we thought it was my bad psu causing most issues, i installed it today hoping all my issue would have been fixed but then noticed im still getting stuttering, infinite warfare is still unplayable, mwr mostly playable (get annoying drops) gta v low fps(40-60) sometimes drops, i noticed my disk goes all the way to 100 when gaming, i fixed it kind of since it used to do the same when just on desktop but found sometimes still goes 100%

when playing gta i found my cpu and memory were 100 or 99 %, and i guess this is why gta runs bad but on infinite warfare disk is 100% im getting quite frustrated now since ive put a lot of money into my pc and im stuttering to the unplayable i tried turning down settings ect but it dosent help

Specs
I5 6400 2.70GHz
GTX1060 6gb
8gb ram

( i cant afford new parts, and im pretty sure i should need to be buying anything else)

Temps are normal and all good, and how would i find out if i have ssd or hard drive since its pre built ?

You said memory 100%, the stuttering is because you dont have enought ram and its starting to use page file (space on hdd used as ram), thus making 100% hdd, and there you have the stuttering and frame drops. For modern games you need at least 16GB of ram, recomended for future prof it is 32GB.

The memory has actually knocked down quite a bit, stays around 40-50 now and unistalling avast seemed to do some help for disk

right now its at 2% but say if i click something on steam or something like that it will go 100% then slowly back down and have random spikes up to 30-40%

Highly unlikely that your old ram will work in your new PC, which probably has DDR4.

Can you download 3dMark firestrike and provide us with a link to the results? After you run it you will see a button "View these results online" click that and it will open in your browser and give you the link.

You can get 3d mark firestrike on steam, download the free demo version.

Ok so that ran properly and your computer is performing correctly for 1080p and within the range of similar systems.

This then points me to your game configuration.

What resolution are you trying to run at?

Win addition are you trying to record or are you running anything at the same time?

I run discord, steam and my game, i run them at 1080p unless i have like 120+ fps i will at another 10% res, even turning it down and other settings doesnt always make a huge difference, after changing my driver i found some good changes for games and some negatives for other games.

Infinite warfare is completly unplayable and ive been told on steam forums to use a specifics driver for mwr to stop the drops, gta v runs on a very low fps(40-60) and sometimes drops , i dont have msi burner, i will give it a try and post results

If you use that specific driver for Infinite Warfare does it correct the problem? And then if so what does it do to your other games?

GTA V isn't going to get much over 60 fps with your system at 1080p and max graphics. You can look around online it averages between 50 and 60.

The driver fixes mwr not infinite warfare, and whats the best for gta still good looking game but steady fps ?

Ok if infinite warfare is the only real problem I would point to it being a game configuration issue. GTA V you should be able to run 1080p, if you want to up the FPS you can drop the AA settings a bit.

Show me MSI afterburner for GTA V and Infinite Warfare. What kind of FPS does IW give you?
