Hard Drive at constant 100% with super low read speed

I got my PC about 2 years ago and it has a 1TB 7200rpm WD Blue hard drive and it has worked awesome until about a month ago. My disk usage is at 100% for about 30 minutes after I turn it on and everything opens so slow. In task manager it says Im only doing 1-2 mb/s total for processes and it takes around 8 minutes to fully log in after being turned off. In the performance tab of task manager, it averages at about 800kb/s read speed when at 100% and will rise up to 6mb/s and then go back down to 800kb/s. It rarely ever gets >20mb/s and even when it does, its only for a few seconds. Occasionally after an hour or so it'll go down to 20% usage as it normally would but as soon as i open anything it goes back to 100% and stays there even on a 1mb/s read. I miss having a fast boot time and it feels like im on a computer thats 10 years old.
 
I'm sorry to hear about these performance issues with your WD Blue, @Potader Chips! :( I'd strongly recommend you make sure you have a backup of all the important files from this HDD somewhere off-site (e.g. external drive, cloud storage, NAS, etc.). This is the surest way to avoid any potential data loss while troubleshooting the WD Blue. Afterwards, I'd advise you to run the QUICK and EXTENDED tests from our WD Data LifeGuard Diagnostics for Windows. The utility will help us determine the health and SMART status of the WD HDD.

I'd also advise you to swap the SATA cable and the SATA port where the WD Blue is connected to the motherboard. A failed connectivity could also cause such slow performance and HDD usage.

If the WD blue drive doesn't pass both tests without any errors, you should definitely consider checking its warranty and RMA it through our Customer Support, if necessary.
