Is my CPU causing my computer to lag?

Hello, I need help identifying the source and type of lag on my computer. I first noticed it while using Ableton Live. Wen playing audio on the timeline, randomly for about a second my mouse will freeze and audio will stop. I thought it was a problem with the program but then the same thing happened in Pro Tools. Random stutters happen in games where the frame rate drops considerably for brief moments, also causing the mouse cursor to freeze up and lag behind where it should be. More intense games will cause it to stutter more intensely and more frequently (such as Elder Scrolls Online, especially when in a main city). But something like opening chrome with 5-7 tabs loading at once will even cause my mouse to stutter across the screen as it responds super slowly during the load time.

It happens much more intensely and predictably whenever there is a high load on the CPU. It always occurs when usage spikes to 100%. While playing a game like ESO (not in a loading screen), usage sits at around 70%. With just chrome and discord open it idles at 30%. I should probably also mention that my CPU temp has always been really high, even after changing paste, cleaning and redirecting fans. I'll include a pic under my PC specs with all my temps, but my CPU idles at around 60-70C. Another occurrence worth mentioning is that my computer's monitor will sometimes not return from a black screen after restarting. I don't know if that could be related to CPU overheating.

A lot is pointing towards the CPU being the problem, but I am wondering if it's a possibility that my HDD is causing the lag. It's 1TB and has about 150GB free. I defragged and cleaned it up and the problem persisted. I have two SSDs as well, but Ableton is on one and Pro Tools on the other, both of which experienced the same problem. Could mismatched or faulty RAM cause this issue? My PSU has also been making grinding noises whenever the computer starts up.

I just want to be sure of what is causing the problem so I can replace the right part. I already threw a video card into this thinking it was the issue to no avail. Thank you for taking the time to read through this, any help or advice is greatly appreciated! :)

Here it is as I'm loading into the game and the mouse was lagging bad. I plugged it into another usb port, one on the opposite side of my case, and the problem wasn't as bad. still lagged, just wasn't as severe.
 


Constant 100% CPU usage is really bad. You're experiencing a severe CPU bottleneck due to the weak CPU.
