CPU doesn't run at max clock

I overclocked my 6700k to stable 4.6 and 4.7ghz (tested with realbench, able to run at max clock).

How ever, when I test it with aida64, intel burn in, cinebench, the cpu doesn't reach max oc clock it usually stay between 4.2-4.5.

I don't know what caused it. I cleared cmos, reinstalled windows, turn off c state and est but the problem still there.

When every settings is at stock (cpu and motherboard), the clock never stay at 4.2 ghz when using cinebench, intel burn in, and aida64. It only stay at 4.0ghz. The 6700k should get up to 4.2ghz when under load.

I mean task manager performance. sometimes windows power management limits it to %99 or %90 percent. so go into power management make sure its set to use max power. restart computer and see if it changes

I am sure that it is on. I think it is on as default because I reset the c mos.

Is my cpu still under warranty if it is oc-ed?

IDK if this matter, when I use aida64 and cinebench to stress the cpu, the utilization is 99% if I look at the Processes tab (the percentage that is on the CPU section) but when I look at the Performance tab, it is 100%

So just like you said, the utilization is 99%
