No display on first boot, no beep, fans running

I know there are quite a few of these kinds of posts floating around out there, but this once is uniquely different and complicated. This is my first build, so mind you, I have no way of plugging it into anything else to test the items or update BIOS.

My Specs:
Motherboard: ASrock 970 extreme 3 R2.0
CPU: AMD FX 8350
GPU: Sapphire RX 480
RAM: x2 4gb sticks of G.Skill Snipers

When I press the power button all fans turn on as well as lights on the fans and GPU, but there is no display. I've tried both HDMI outputs and switching the Video Bios switch (not really sure which way is on). There is also no post beep. People online talk about updating BIOS... I really have no idea how I'm supposed to do that. There is a motherboard CD and video card CD that came with the products, do I need to get a dvd drive to run them? I also tried with one stick of RAM.

Is there anyway I can eliminate it being the CPU? Would it turn on at all if the CPU was the problem?

EDIT NOTE: NO ONBOARD GRAPHICS.

I'm assuming that it's never come on? That makes it a bit more difficult because you don't know what's 'normal'

My first guesses would be RAM or CPU. Check obvious things first. My favourite is forgetting the CPU power! If it's the CPU then quite often the CPU fan will run at maximum speed.

Your best bet is disconnect everything expect the CPU and one RAM (in each slot separately). Use the on board graphics and see if you get anything. If you do, add one thing at a time to eliminate the problem.

If you don't there are only 4 things it can be - PSU, CPU, RAM or motherboard. Faulty components when new are relatively rare so look in to compatiblity too, especially of the CPU

That's the problem, this board has no onboard graphics...
