There are several reviews of Optane that you can find online. Like most of these types of new technology, it's interesting but not nearly as revolutionary as the marketing would want you to believe. The critical reception has been lukewarm but generally optimistic.

Essentially, with the pricing and barrier to entry, it's not really worth building a system around Optane. If for some reason you already have an Optane compatible system and only have an HDD, you will see notable benefits by adding in an Optane drive. The technology works for the most part, and while the NAND technology is interesting, it's just not super ground breaking from a end user practical perspective.

To over simplify it, I like to just think of it like creating a hybrid drive out of a Optane and an HDD. The theory is pretty similar. You would be paying $50 for essentially a 16GB Cache that is going to be most effective at small random transfers rather than large sequential data.
