CPU Revs on start, whole PC crashes before even reaching BIOS

Hi there - so I'm having some difficulties with my rig and getting it to boot properly. I recently purchased an AMD Fx-8350, I tried to use it with my old motherboard but the CPU fan would rev up extremely fast on start up - and the whole PC would crash before even reaching BIOS. I put in my old AMD Phenom and it would start just fine.

I then recently bought an MSI 970 gaming Mobo in hopes that my old Mobo just didn't have enough power for an FX 8000 series (The motherboard was an outdated Mico-Atx anyways) So I installed the new motherboard and put the FX-8350 in it but to no avail, it continued to rev on boot, then the whole PC crashed.

Just to test, I then tried my old processor, the phenom. This time the PC would start and be running, however there is no display or light up on my keyboard indicating the system is booting.


I'm at a loss and really hoping I've just hooked something up incorrectly, as it was working fine until I replaced the CPU, and now the motherboard. Should I return them, is it really that likely that I could have purchased both a faulty Mobo, AND CPU? Please help! Thank you
 
Solution
Clear CMOS on the motherboard by removing the battery or shorting the CLR_CMOS jumper near it. Of course, unplug the computer from the wall beforehand.

It's been happening since I tried putting in the new CPU - even with the new Mobo.
