I am thinking of making a new PC build.First I thought to make one with the new kaby lake pentium but then the motherboards were too costly so I thought of buying the i3 6100 with an Rx 470 which costs about 200kd or 650$ including shipping price to Kuwait(It includes a z170 motherboard so that I can upgrade it to a i5 6600k in the future). Should I wait for amd's ryzen CPUs and how much will the am4+ motherboards cost

They would cost around ***$. If you can wait, do so. You will gather more money in the time.

If you are in no hurry, you can wait those ~40 days and see then. Until there are reviews and pieces actually hit the market, it's all just a crystal ball case.
Other than that, you can just as well take Z270 and put in 7100 placeholder. Depending on your local prices.. you need to check and monitor it.

The pentium G4560 performs better than an i3 6100, it has hyperthreading enabled and is dirt cheap.
They're also backwards compatible with 100 series boards.
What is your budget, and what do you need?
What are the local retailers?
