450watt psu standard safety
or asus laptop with i5 6500u (dual core)
gt 920 2gb
8gb ram
1tb HDD
so wich one is better ?

Neither is very good for gaming- weak GPUs.

Both options aren't meant to play actual games. But if I had to choose, I would go with the laptop. It gives you the freedom to use it where you want (mobility). Also it have more RAM.

The laptop has an intel which is 3 generations newer, double RAM. From my point of view, it is a wiser choice.
