I have an old acer aspire 4720..i tried to reformat it but when i'm in bios it does not show info about the IDE and when i tried to continue it show in command promt that the operating system does not found..what should i do

Formating a drive means you completely erase all data on the drive.
Thus when you boot there is no data on tge drive so thus there is no operating system, thus "Operating System not Found".

You will need to reinstall windows with a CD or USB drive with the OS on it.
