im sold my gtx 780 to a friend who has a 400 watt power supply and has a i3 4130. i dropped the price $160 for the card when he wouldnt buy it for 180, i dont think he'll buy a new psu. is 400 watts enough?

Depending on the model, and my memory, the 780 is anywhere from a 200 to 250W card. Altogether I put his system anywhere from 300-350W under load. This 75%+ of the total capacity of his 400W PSU. This is simply too much for a PSU to handle long term. As mentioned above I doubt his 400W PSU has the plugs needed for that GPU. I also suggest buying a new PSU. Any quality 500-550W PSU should be fine.

780 Thermal and Power Specs:
95 C = Maximum GPU Tempurature (in C)
250 W = Graphics Card Power (W)
600 W = Minimum System Power Requirement (W)
One 8-pin and one 6-pin = Supplementary Power Connector

Subjective obtained GPU power consumption (780) = ~ 231 Watts

Here is Guru3D's power supply recommendation:

GeForce GTX 780 - On your average system the card requires you to have a 550 Watt power supply unit.
GeForce GTX 780 2-way SLI - On your average system the cards require you to have a 800 Watt power supply unit as minimum.
GeForce GTX 780 3-way SLI - On your average system the cards require you to have a 1200 Watt power supply unit as minimum.

If you are going to overclock your GPU or processor, then we do recommend you purchase something with some more stamina.

A good QUALITY 400w psu would not be able to handle the card.
A crap 400w PSU will probably fry the card.
Doubtfull either will have the PCI-E power connectors needed.

780 will be bottlenecked a little bit by his i3 but not too bad, still better then anything new he could get for $160
