Upgrade your GPU. Like Scottray said, a 1060 with 6gb would be a great choice. If you don't want to spend that kind of money, however, you can find a used GTX 970 on ebay for $180-$200, which is what I'm currently using. I get a solid 60fps at max settings with no drops with V-Sync enabled. I'm sure I could get 80fps without V-Sync.

With that budget, I would suggest a brand-new RX 470 instead of a used GTX 970. Their performance is the same, & it's always better to have a brand-new GPU than a used one IMHO.

It's a Tier 4 PSU, so it's far from great but better than nothing. If you want, EVGA's SuperNOVA G2 line is a Tier 1 product, & their 550W model is running ~$80USD right now.
Don't know about the noise of the RX 480, but from what I understand any heat issues were fixed, so there's no worries there.
