So I need Some help to what i should upgrade on my pc:

Motherboard: ASUS M5A97

Cpu: AMD FX 4100

Ram: 8 GB Dual Channel DDR3

Gpu: Zotac 670 amp

Cpu: vendatte cpu cooler

Power Supply: Cooler Master 550w

And a 1 tb sata harddrive (7200rmp)

I want to play gta 5 at high setting 60fps 1080p

Because OP want to play gta5, if he/she does upgrade to fx8350, the fx8 cpu will still semi-bottleneck the gtx1060 too, because the gta5 is cpu/gpu intensive game.

2nd only few CM550W PSU is good enough, because 550w does not tell you the whole story, even the PSU tier list is not perfect, but you can see what the list will tell. http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html Usually when you upgrade the GPU, you should get the better brand PSU, don't cut corners on the PSU.

So I recommend to upgrade the whole new PC if the OP want to play gta5 in high setting. By the way, the AM3+ system is very old, we don't recommend to add more memory on it.
First I would upgrade your GPU, a GTX 1060 would be a min upgrade. Second, your CPU is weak. A 8350 would be a good choice.

If you want to upgrade the cpu+ GPU+ PSU, why not get the whole new PC.

If you have the budget, and can't wait, get the intel i5 + gtx1060 (6GB) or RX480 + better brand PSU. If you can wait then you should want for the newer AMD cpu, which will come out soon. The you can decide go to the newer AMD cpu or intel i5 or even the i7.
 
cin 19, you have suggested an i5 as an upgrade which would need a new mobo since his current mobo is an AM3+. And then you might as well get a new PC. Which is probably the best course anyways since upgrading here is not very cost effective.

I believe that his 550W will work with the 1060 since system TDP will be about 350W.

And I agree, make sure you get a decent PSU so that you don't get ripple, voltage spikes and such. But in fact here we don't even know which Cooler Master 550W it is. Some of them are not bad. It could be a V-series which is a tier1 PSU. You have to go by the model and look at the model specific reviews.

The 8350 is a tier2 CPU which is not bad, about the same as an i7 4790.
