"You do not have sufficient rights to perform this operation." When trying to format a Hard Drive?

My friend has a Toshiba laptop that he was doing a factory reset on, when someone unplugged it and it died mid-restore. This caused the Windows install to get all screwed up, and it just gets stuck in a boot cycle. This has happened to me before, an it's a super easy fix. I use a program called Active@ KillDisk to wipe the drive completely. I've used it many times, and never had a problem. However, when I went to wipe it, the program kept becoming unresponsive. Then, I went to format it through Windows, and I got the error in the title. I've also tried formatting through CMD in Admin mode, to no avail even though I a logged in as the administrator. So how do i format the drive?

Update:

After screwing around with some things in KillDisk, I realized that it was only getting stuck on one partition, which wasn't the main drive partition. So I could still format the main drive in KillDisk, but not just that one partition.

No, I should have mentioned that. I moved the drive out of he laptop because it cannot boot and am using my desktop to wipe it.

DBAN. Wipe the entire drive.
 


Like I said, using DBAN will work.
