Is there a beep code? If you have a pc speaker that is.
Does the pc work with your integrated gpu if you have one?
Try to resettle your Ram and try your Ram sticks one by one on different slots.

I don't have any speaker on my motherboard and both my ram sticks are working fine. My specs are: 16gb avexir ram. core i5 6500 120gb samsung ssd,a 600w evga psu 80+ certified, a 6 gb gtx 1060 from gigabyte and an as-rock h170a-x1 motherboard. I tried both slots and both pcie plugs and its not working
