Mysterious Motherboard (I'm assuming) Problem

This is my first time I've had a problem where I haven't easily found the solution online so I thought I'd post it the one place I always find solutions for problems other people have.
That being said...

I'm having a very weird problem with a motherboard (Asus M5A97 LE r2.0). Whenever I unplug my computer (say, for example, to move it to a friend's house) and plug it back in, 95% of the time, my case fans spin really loudly (normally they're very quiet), my gpu, psu, and cpu fans all spin normally, and my computer doesn't boot. This is where (in my opinion) it gets really strange... The solution, I've found, after countless hours, is to open up the computer, unplug the power to the cpu, plug it back in, and restart it. Sometimes I have to do this a couple of times, but the majority of times it works. I'm okay with doing this, but I'm planning on selling my computer soon, and I'd like to get this fixed.

RAM: 2 sticks of 8gb ddr3 (not sure what brand)
