I don't see what you mean by it throttling. It's running at the proper frequency in the photo and a little bit of wobble on tests is usual.

Edit: I see now, core 2 was overheating. Odd that the max temp was 20C higher than any other core. Before you go out and spend more money I might try taking off the cooler, reapplying paste, cleaning the cooler off and reseating it. If that doesn't fix the issue, blame Intel's terrible IHS and grab yourself a budget cooler as suggested above.
