Besically, my idea is that it would be possible to make a custom water cooling loop. In which you make the power supply water tight, and add some leads for the tubing. This would for one, water cool the powersupply, no more fan noise in a otherwise silent computer. As well as making tje power supply a resevoir for the liquid. The problem is, is there any non conductive liquid like mineral oil that can flow like normal water?

Solution
besides the obvious conductiveness problems, you also could introduce corrosion, which is not good.
next problem is that the whole idea behind reservoir is that it's not WARM, your PSU, if used as reservoir, will do just that.
Your liquid cooling system will still need fans and radiators to cool the liquid, making it not silent.
you are better off looking for silent PSU's instead of introducing health hazards like this.

It all of course depends on your power needs but... there seem to be at leat 520W fanless psu
