Screen showing pixelation for graphics and white flashes for games

I just built my first computer and everything seemed to be working well. I set up windows 10 and have downloaded all of the latest drivers for the components in my pc. But then I noticed that there are little pixelated boxes on the screen when I open and close a window. Or also on certain pages/programs where graphics appear. After downloading and playing my first games like mafia 3, gta5 or rocket league, white flashes would take up the screen and make the game unplayable. I am using my 32in smart tv as the monitor and the asus strix rx 470 as the graphics card. I can't figure out if this would be a graphics card problem, a windows 10 problem, an hdmi connection problem, or a tv problem. Any help would be greatly appreciated.

Solution
First try uninstalling every previous drivers (boot into safe mode to do that) and install the latest ones if the issue persists then that RX 470 came with a manufacture failure return it.
